Global Certification of Russian Products


A project of international cooperation implemented by the Industrial Technologies Center has been completed with the certification of products for overhead power lines in Germany.

The adequacy of the products certified by the VDE Testing and Certification Institute has been confirmed not only by German companies but also by Électricité de France, Austrian Power Grid, Terna, Dubai Electricity and Water Authority (DEWA), Saudi and Brazilian power companies, the Saudi Arabian General Investment Authority, and several others.

Now our products can be effectively applied in foreign economic projects without political risks.

Two German testing centers and the Scientific and Technical Center of Federal Grid Company of Unified Energy System (JSC NTC FSK EES) were involved in the program as the leading industry certification institute. During the project implementation, German experts assessed the competence and technical capabilities of JSC NTC FSK EES, evaluated the certification testing regulations for compliance with German standards, and reviewed their practical execution. The results obtained at JSC NTC FSK EES were cross-verified during the German part of the program. The implementation of this project opens up possibilities for the recognition of JSC NTC FSK EES test results in Germany and beyond. This is extremely important for both the operating companies of both countries and for manufacturing companies.

The project was preceded by a series of events conducted by the Industrial Technologies Center. These included a series of negotiations with leading energy companies and regulatory institutions of the EU, a technical conference at the German Federal Network Agency (Bundesnetzagentur), verification of Russian tests at SAG Deutschland - Testing and Technology Center, the primary German certification body in this field, among other activities.

The Russian company Industrial Technologies Center is actively working to introduce innovative products, which are fully domestic—from development (including intellectual property) and materials to production—into the international market. These products are already successfully in use in Russia across thousands of kilometers of facilities of PJSC Rosseti and JSC Russian Railways and have significant export potential. The Industrial Technologies Center has agreed on a wire certification program with the German Electrical Engineering Association VDE under the agreement between REC and VDE.


On April 24, 2016, at the world's largest industrial trade fair, "Hannover Messe," the Russian Export Center (REC) signed a Memorandum of Understanding (MoU) with the German Association for Electrical, Electronic & Information Technologies (VDE) in the presence of the Minister of Industry and Trade of the Russian Federation, Denis Manturov. The document was signed by the Head of the REC Group of Companies, Petr Fradkov, and the Managing Director of VDE, Wolfgang Niedziella.

REC will cooperate with VDE in the fields of conformity assessment, standardization, and testing of innovative Russian products.

Both sides supported the proposals put forward by Viktor Fokin, General Director of the Industrial Technologies Center, to create a program for the gradual mutual recognition of certification tests in the electric power industry as the most promising first step. Such work is no less important for the German side than for the Russian side, considering the structure of trade. According to Viktor Fokin, given the identical regulations for certification testing of power grid elements in Russia and Germany, as concluded by the German SAG Scientific and Technical Center, this work should begin based on mutual inspection of federal testing centers. Moreover, the agreement signed by REC and VDE opens quite realistic prospects for implementing this task.

According to the head of REC, VDE conformity assessment will allow access to Germany's power grids and facilitate access to EU markets for products such as cables, switches, relays, and transformers. VDE standards are recognized worldwide as a "quality mark" for electrical, electronic, electromechanical, and information technology products. Cooperation with the Association will expand Russia's trade cooperation with European states in the export of electrical products.

The issue of mutual recognition of certification was also raised by Fokin at a meeting of the Russian-German Strategic Working Group in the summer of 2016 and was likewise supported by major German businesses. As a result of the negotiations, a preliminary sequence of specific actions for both sides in the near term was developed.

Earlier, the Industrial Technologies Center's product complex for energy infrastructure received high acclaim at Hannover Messe 2013.
